I love dogs, but this isn't about dogs.

Unless you know the person, and know that they have no problem with it, asking to bring a dog to someone's house is rude as frick. You are putting someone in an awkward position to tell you no. Its no different than asking to smoke in someone's house or inviting yourself over.
