The rules specifically state that the clock error should be fixed before the next inbounds, as in AFTER the made basket.

If the clock doesn’t start on time the refs are supposed to notice it, stop play and reset. They missed it so it’s a play on situation. Instead they used replay to determine something that was impossible to know, blamed the clock operator for their mistake and incorrectly ended tue game.
