I think you’re confusing “great rock band” with “put out a great album.” Those things are not equal.
Also, regardless of whether I like the Foo Fighters or agree that they are the premiere musical act of the 21st century, they’ve probably sold more albums than all of the artists you listed combined. They have been a staple on rock and alt rock channels for 25 years and consistently play to sold out arenas and festivals. I think the black keys are the only artist on your list that comes close.
Does popularity equal greatness? No, but it’s a far better indicator than anything listed in your post.

If we’re talking about bands that came out since 2000 in terms of popularity and record sales it’s probably Linkin Park. I think at one point only Britney Spears and Eminem were outselling them. Of course with the death of Chester they’re likely to never make music again
