It looks like if you’re only shooting pen raised quail, then all you need is a shooting preserve license. If you’re hunting wild quail, you’ll need to buy an out of state small game hunting license (annual or 7 day).
I’d call the place that you’re hunting to verify.

Correct, and it is like $18, but why, you are not hunting, you are shooting pen raised birds that have been put out 10 minutes before , shooting livestock, just another money grab
