So from what I gather, home teams can use this to their advantage and purposefully start the clock late in similar situations to make a player believe he has more time than he does and that’d be 100% cool with the NCAA rules.

The refs control the clock starting and stopping in most games at decent venues. The LSU clock operator doesn’t control that. They do control the resetting of the shot clock which is why sometimes you’ll see the refs stop play for a second when the shot clock didn’t reset when it should have.
