I think it is C
Getting rid of the free loader coat rider hippies who can only do limited work and don’t provide much value.
Cut the fat and keep the actual talented people seems like a good strategy to me.
Edit: no way a platform like Twitter should have some massive staff to run it effectively.

Unless they perform physical functions along with SDev work, they better be ready to plea their case well.
