Don't have time to look up the Big Four standings every year but going by Super Bowl winners I can narrow it down.
Pittsburgh - The Penguins were bad when the Steelers won Super Bowl XL and the Pirates are always bad.
Dallas 1992 - Rangers and Mavs are usually bad, no Stars yet
Washington - Mavs are usually bad. Just need a year the Capitals sucked and the Name Redacteds won the Super Bowl.
San Fran - Giants were bad in the early 80s. Dubs were bad back then. Would just have to see which side of the bay had them.

2019 DC is close: Nats won the WS. Wizards 25-47 9th in the East. Redskins 3-13, last place. Capitals were also very good, though, if you expand to hockey.

Remember back after the Astros won their first World Series, the Texans were looking to be a contender with young phenom Deshaun Watson, and the Rockets were looking good and in the mix for a championship with Harden.

My 3 favorite pro teams don’t reside in one city, but I’d definitely take 2 last place finishes in exchange for a championship for the 3rd. I’d think a city would be even more for it. Especially with the title being in MLB, because at least the NFL and NBA give you hope sooner with a high draft pick.

This was almost it. The 2004-05 NHL season never happened and the Pens had the worst record in 2003-04. So they were the reigning chumps when the Steelers won the Super Bowl.
Pirates were tied for the worst record in the NL, but the Royals were even worse.

Rangers finished below .500 buy in fourth place. However, in 1972 they lost 100 games in their first season in Texas. Good for worst in the league. The Mavericks didn't exist yet.

The Dubs were in Oakland each time the Niners won the Super Bowl. So going across the bridge...they were decent in 1976, and bad in 1980 but not bad enough.
