The theory (as far as I understand it) is that drop boxes are used to commit fraud on election day to drop ballots at the last minute based upon last-minute polling and that they cannot use the USPS for this in states that require mailed ballots to reach the registrar before the end of Election Day.

Either that, or the fraudsters cannot afford stamps, but CAN afford to pay "mules" a fixed sum per "stuffed ballot" (which is certainly higher than the cost of that first class stamp).

I don't think you need stamps to mail a ballot.
