The bigger issue is why would someone doing this ever use a drop-off box? They wouldn’t because of the risk of being caught as that only works in very large numbers. That would stand out. What would people do then? They would drop them in freaking blue USPS boxes that are literally everywhere. It’s why I don’t understand watching the drop-off boxes. If there is fraud, they will just mail the damn things.
Either that, or the fraudsters cannot afford stamps, but CAN afford to pay "mules" a fixed sum per "stuffed ballot" (which is certainly higher than the cost of that first class stamp).

I don't think you need stamps to mail a ballot.
