As I said in yesterday's thread, the behavior CAN be explained innocuously, but it IS suspicious.

Someone engaged in that behavior is the FIRST person that I investigate. For the reasons I have outlined above, it seems unlikely that such an investigation would ever change the vote, but it might put a few miscreants in jail.

As an aside, serving as an illegal ballot "mule" is a Class 6 felony in Arizona. That is BARELY above a misdemeanor. The most-likely punishment is a mere fine, though jail time of a few months IS a remote possibility. Not much of a deterrent, IMO.
