Where are you getting that info? Pretty sure that is incorrect, and the 1 year sit period has been thrown out the window after 2020.

Don't know where he got it, but the following is from the NCAA website:
"Do college athletes have to sit out a year if they transfer?
The “one-time transfer exception” remains in place, allowing immediate eligibility for athletes the first time they transfer. For all subsequent transfers, athletes will still be required to sit out a year or receive an NCAA waiver for immediate eligibility. Aug 31, 2022"
