I am a bit tired of this targetting rule. It should only be called when it is obvious on the field and shouldn't need to be determined by replay. What bothers me is ball carriers lower their head and use the crown of the helmet all the time. I have seen too many called that shouldn't have been and vice versa...it's too subjective no matter how they write the rules that make up targeting.
