Tubberville made millions of dollars coaching football so he probably had millions invested before he was elected.
I believe blind trusts and index funds would be a good idea for US Congress people and Senators. However, inside information could still be passed along to "friends and family" and it would be hard to stop unless they got greedy and stupid. Hunter Biden comes to mind, and he hasn't been prosecuted yet.
