Yes. The CDC advisory board only lists recommendations and most states adopt those recommendations, but most states have some level of exemptions carved out.
For instance, Louisiana has both religious and personal belief exemptions.

I can't imagine many states actually adopting a required COVID vaccine for K-12. Even liberal states are aware of the political fallout.
ETA: Quick Google search shows most K-12 mandates are being handed out at the local district level, and even at that level I only see a handful. California has delayed a statewide mandate until mid-2023. Looks like DC is the only "state" that requires it.
