Do both users have to bank with Chase for that? I have used Zelle in the past, but it was directly to someone else who also uses Chase.

No. Both users need to use banks that utilize Zelle. Which is pretty much all the big ones

No, I used Zelle from my Campus Federal app when I had it too. Zelle is direct bank to bank, so I think most participate.
