There was nothing to punish.
Penny gave money to a kid to move to Memphis so he could play on his HS team. While he was the HS coach. Not the Memphis coach. A year before he was ever offered the Memphis job and while the Memphis job wasn’t even available and he was a HS coach
He got the Memphis job a year later. Wiseman did go to Memphis but only played 2 games
