Sounds great but anything she could do to forcibly remove the homeless guy probably lands her under arrest and in prison.

Plus in Los Angeles, there's a good chance the homeless guy has cousins who are gangbangers. Odds are high they'd come around looking for vengeance for their homie

Realistically she's just not being creative enough.
She could probably walk down the street and find another homeless man who would get rid of this guy for $50

Get a trained guard dog and have it sit out on the porch with this guy growling and bearing it's teeth at him. These dogs won't attack unless given the command, but that guy probably doesn't know that and even if he does, who wants to sit there with a Rottie staring at you with evil intent?
