That's because even though teens, of all races, have always had a proclivity to test boundaries by engaging "bad acts", you likely grew up in a culture where murder was considered a heinous act. Something that was completely unthinkable to you and your peers...even though you were willing to engage in "lesser crimes." Thus, your lack of understanding arises from you assuming the group engaging in such behavior shares your same cultural norms.

They don't.

It is not a socially polite conversation to have, but the reality is murder is not looked upon as a heinous act in young black culture. In fact, just the opposite. GENERALLY speaking (i.e. it doesn't apply to every individual) murder is seen as a relatively reasonable response to conflict.

Who is running this city ?

Thugs shooting up the streets in front of the PD HQ.
Thugs shooting innocents waiting at a train track.

Thugs shooting other thugs.

Thugs run this city. The Mayor and Chief will continue to bury their heads in the sand and nothing will change.

Good people will continue to leave the area, and those who are stuck will simply be afraid to go out at night..

How can this get better ? How can we improve things ?

It simply cannot and will not.
Seems hopeless & depressing...
