E-mail is worse simply because it generates records and have to be retained as official records if you are a politician.

People get the feeling they are untouchable and get lazy. The thought of oversight doesn't even cross their mind because in their bubble, they are king/queen.
I know how these Inspector Generals operate. They have the goods to freeze the accounts. It's all going to come down to how insulated she is from the paper trail. She’ll try to throw others under the bus. Hopefully, some of those folks kept an insurance policy to burn her.
