It's his opinion of whether what Trump may have done (he wouldn't have been privy to it since he had resigned when the documents were declassified) was or was not legal based on the procedural statute for declassification passed by congress. However, the flaw with Barr's opinion is that the president's executive power in regards to declassification would likely trump the procedural statute passed by congress.

And even if it were determined that Trump violated the congressional statute, there's been no Supreme Court opinion addressing this direct conflict between the executive branch's declassification power and the congressional statute governing the process for declassification. This fact weighs heavily against the heavy-handed actions of the Brandon regime in turning this incident into a criminal case.
