Everything I’ve come up with indicates there is absolutely zero formal process. If the President intends for something to be declassified, it’s declassified.

Then am I wrong in saying this is all pointless? Trump could just say he declassified it. End of story.

So, in that case, there's no official record of which documents are classified as top secret and which are not.
Does that seem remotely possible?
