If he truly hit a random woman with an absolute certainty of being apprehended, then he is almost surely insane. And as disturbing as this is, civilized people do not fling insane folks off buildings.
If it turns out that he is a get-whitey type, and he perpetrated a hateful crime then okay, throw him off.
