"They" obviously can. "They" can cut off your communications, your transportation and fuel supplies, your food, your water, etc. But "they" don't because that would be ridiculously stupid and a declaration of war against their own citizenry.

I don't know how, why, or who started this stupidity that EVs are some special means for government to control the population.
