Russia didn’t do anything about Finland because they are in a shooting war at the moment. If in November of 2021 Finlands PM met with Biden and they announced hope for NATO membership; Finland would have been attacked.
NATO has been trying to unwind the deals made at the end of the Cold War for some time. Russia decided they had reached their breaking point.
