It appears to be a Parrott Rifle ( Wikipedia - Parrott rifle), and therefore very probably is a Civil War cannon (or a replica of one).

That dumb frick Malcolm Supar, or whatever his name is/was, of "Bring 'em Down, NOLA" thought Andrew Jackson was a Civil War general, even though it's clearly marked on his pedestal that he died in 1856.

Some of these characters are too dumb to look up a name on the internet, much less know the Civil War was between 1861 and 1865. It's embarrassing.
