only portion he doesn't have is the affidavit, which is not what the DOJ is requesting to be unsealed... that won't happen, b/c they'd have to give up their human source who tipped them off, and that's not going to happen...

Strategically I get why he's making them do it. It's a dominance move but more importantly, I think he's concerned what he has differs from what they have and would like to see their hand first.
