Ukrainian military had set up its operations within schools, hospitals, residential homes

The top official at Amnesty International’s office in Ukraine announced on Friday she would step down after the organization issued a report alleging that some of Kyiv’s military based itself in populated residential areas.
“It hurts me to admit it, but the leadership of Amnesty International and I broke up in a valuable way. So I decided to leave the organization,” Oksana Pokalchuk wrote on Facebook.
The Amnesty International report published on Thursday said the Ukrainian military had set up its operations within schools and hospitals and launched strikes while in close proximity to residential homes. The report said this evidence came from Amnesty International researchers who conducted interviews, looked at strike sites and did weapons analysis in three regions of Ukraine between April and July.

It's a vile strategy that uses their own countrymen as unwilling meat shields. For the Ukrainian government, it's win-win.. but it's nasty.
Basically if Russia backs off and allows Ukraine military to successfully hide behind meat shields and target them without fear, it's a win for Ukraine.
If Russia bombs the military and the meat shields, it's also a win for Ukraine. Because the weaponized media will scream that Russia is going out of their way to target innocents. It will impact international opinions and allow our government to shamelessly send more money to Ukraine.. most of which will most likely mysteriously disappear..

so basically terrorist tactics. not surprised. US military used to condemn Islamic extremists for using these same tactics, now they are propping up Ukro Nazis because Russia bad.
