No they didn't. They moved the funding from the discretionary category to mandatory so some GOP members fear that the newly created gap in the discretionary funding will later be filled with unrelated stuff.

How much of it was mandatory on actual veterans medical care? Why didn’t the house pass the clean bill that the senate sent them?
