A few. Ones that are severely mentally ill and have no one.

The rest, nah.

Same here. They have real issues and no one to help them out in life.

Exactly, b/c they made bad life choices to put themselves in this position.

Agreed.

I have a friend who was born with a mental disability (not Down's syndrome, but a somewhat similar disability). Fortunately, he has a very supportive family and is capable enough to live (mostly) on his own and work low skilled jobs. Nevertheless, he is still very reliant on his parents for many things (he can't drive and can't completely take care of himself). Obviously, his parents won't be here forever and he will eventually have to become a little more self reliant and/or have other's pick up the torch. He has a great network of friends and family that will...but I'm sure there are many in a similar situation that don't. I do truly feel sorry for those people.

However, those seem to be the outlier to the current crop of bums that are taking over every major street corner in ever mid-size to large city. 90% are junkies who made countless poor decisions to get to that point and despite several organizations that really do try to help, don't particularly care about helping themselves. I don't have much sympathy for those.
