The rule I think is inconsistent is when you are downing a punt. Wherever the punt team touches it, it is spotted there whether there is control or not…but the punt team requires possession of the ball before it goes in the end zone… Why isn’t just touching it in the field of play good enough to get a spot?

That's because it's illegal touching, but play is allowed to continue if they don't have possession. That's why the returner is free to try to get the ball and return it without risk of a turnover after the punting team has already touched it and they can choose to return to the spot of the illegal touch if that's more favorable to them.

Obviously a touchback is more favorable than being illegally touched at the 5 yard line so the offense chooses the touchback every time if the ball breaks the plane after illegal touching.
