Based on some brief news reports I found, it sounds as though she was driving erratically to begin with so other drivers called the cops on her.
I suppose one can assume she was intoxicated in some fashion then, with the kid unrestrained and flailing about in the back seat.
Poor kid.

I assumed she was going to be acting irrational when they finally got to her based on the way she was driving, but she was way too calm especially when she was saying "sir.... sir". I don't know what a psychotic breakdown looks like, could that have been a possibility? That's the only way I can think where she would act that way and not be intoxicated.
