Do you consider max sprints (sub 10 second max effort) consistent training and how frequently should one do those sorts of efforts?

yea that would be training but needs to be done alot more often than a 3 weeks basis to be considered training. and if you arent doing some form of resistance training, then you arent really training either. just exercising.
