Updated story from west Tennessee. Explains why he was stopped, shot the cop, abandoned his car, took a truck, abandoned the truck.

Article said he is wanted for second degree murder in NO.
He allegedly shot the lady on the ground and went back and got his AR and finished her off.
Why is that not 1st degree murder.
