Okay so the 2 units in the attic are wired to side by side switches. Unit that is running shows 122.85 volts. Unit that is not running shows 123 volts coming to switch. I flipped switch on and it shows 123 volts after switch.
Definitely not a bad breaker or a broken wire coming from the breaker box.

Now check the plug wire that runs into the unit.
