I think it will probably be less of a "winning issue" for the Democratic party in states like Louisiana in which birth control and things like Plan B are still explicitly legal and in which the penalties are exclusively against the service provider. Any state that passes/tries to pass legislation that looks like the bill that was proposed and failed in Louisiana this past session which criminalized for the woman both Plan B and some forms of birth control (by defining pregnancy at at the moment of fertilization and any action that "ends" the "pregnancy" beyond that point a criminal abortion) will find itself in a political shitstorm that is fully sustainable, in my opinion.
