I live next door in Royse City. Rockwall is nice, but it is quickly outgrowing its footprint. Traffic is always terrible. They have good restaurants. The ones around the town square and at The Harbor are the best. Rockwall County is the smallest, but one of the wealthiest in Texas, so keep that in mind.
