Core aeration, zoysia plugs, water, water, water, mow regularly and be patient.

I was always under the impression St. Aug > Zoysia in shade.
My suggestion, I’d try buying/laying a few pieces of St Aug sod as an experiment. Water them, mow high, and fertilize (follow LSUAg recommendation). See if they start to spread before going all in on a sod job.
