You'd think that guys wouldn't be effective throwing that soon, and often times they aren't, but some have the ability to do it. However, the lasting effects can be devastating to a pitcher's arm. But, we see it happen sometimes, anyway.
I think a lot of the time it depends on circumstances too, this guy is a future 1st rounder whereas some of the other times this has happened it was guys who were not going to play baseball ever again or get drafted real late.

Oh, for sure that happens sometimes, and you can understand that. But I remember when Tim Corbin did it with Mike Minor, and I'd have to go look it up to remember the other names, but I'm certain I've seen some other highly regarded pitchers being overused that way. It just amazes me when I see it.
