Agreed. I'd be perfectly fine with offering a one time, $10K cash payment to any American who wants to get fixed once. If you reverse the surgery, you have to pay the $10K back and the reversal comes out of pocket.
The people this would be aimed at have so little impulse control that they'd jump at the $10K and blow it in two weeks.

Let's not delegate the power to sterilize people to the government. That will not end well and won't end where we say it should.
