Pippin followed Merry's lead for the first part of the story. Was chaperoned/pushed by Gandalf afterwards. Yes, he developed by the end, but Merry was already there.

They were both great characters, and underrated by their size. Like I said, Merry was the brains, and the grown man of the group. Pippin was the wild kid who looked up to Merry like a brother, and sought to emulate him.

Yes, Pippin was super super young in the books. The movies don’t quite represent that
