Money - my guess, his office probably wastes a shite ton of cash. Instead of being conservative, he seems to want to hit up the taxpayers (again). Montgomery's office is probably the most transparent in the state and probably the most effective on top of that.
Yeah, he's bitching because the Parish Concil made actual cuts to his budget. Not the b.s. baseline cuts but real cuts. He has to function with a budget of under 4 million a year to oversee the administration of justice and legal affairs for a population approaching 300,000 people and whose voting public treats it like it barely has 100K.

Come on… the parish is 80% white and one of, if not THE wealthiest in the state.. wtf kind of comment is that?
