To answer your question then you need some other parts to the question. Who is your QB and is he capable of making him a top WR? Is he a top 5 WR then pay him? If not then move on.
I always find these things interesting because their are only a few elite position players and then they is very little difference between the 8th rated WR and then 12th and so on. Plus who is getting them the ball. Thomas was elite when Brees could put it right on him. Now will Thomas be elite getting open and separation to provide Winston a window.

Yes because by the time he comes up to be paid we can move on from Thomas.
But that is always the question of draft vs. free agency: cheap unknown vs. expensive known.
If we didn't have Thomas then it would absolutely make sense to go get a number 1.
But with the way the market for WRs played out this year it makes more sense to try to get someone through the draft, even if that's taking 2 or 3 shots at it (not all early on but at least 1 or 2). You have guys getting insanely overpaid in free agency.
