If the kid doesn't know his dad and has not communicated with him then he has "abandoned" his kid and no longer has parental rights.
If he still had his parental rights he doesn't have to give them up for someone else to adopt their kid, this is done with step kids all the time.
That being said, I see red flags all over...

Yeah, it seems like it could all be solved if they just got married, but my stepson isn't certain that he wants to marry this girl. I told him it's time for him to shite or get off the pot.
