Honestly It’s hard for me to figure out whose exactly stopping or fighting against legalization at this point. Ciggerette companies have all diverted and out a heavy amount of their resource behind their own weed companies and honestly I don’t think that’s really a big correlation between those two industries
Seems like either side could make it a no brainer layup for either side of the isle to get done and get to claim victory for economically and tax wise. I guess they never want to get rid of the carrot at the end of the stick
ETA the advancement of Delta 8 and Delta 9 is also going to push the timeline up a bit because of how muddy the waters get legally. At some point these states will have to fold when they see so much money going out the door to their surrounding states you would think

Personally, I think it’s LEOs and the FOP here. Several of the No voters have mentioned that they feel legalization could “put a strain” on LEOs.
Reality is we were ground zero for the War on Drugs when it came to marijuana and the old boys club doesn’t want to give that up. Too much money in it.

When the big corporations decide to get in the weed business, the state and federal legislatures will sing a new song. For now, weed people are like craft beer guys. Creating businesses and jobs left and right, but shite on by politicians in favor of big distributors who give the legislators lots of $$$.
