Buzzing the tower below the hard deck, as Mitchell did, would have resulted in losing his wings immediately.
In the training sequence, he went below the hard deck following the Mig, which means he crashed and failed. Can't do that.
Entertaining for movie purposes though.

Been listening to The Fighter Pilot Podcast. Highly recommend. Former Naval Aviator F-18 pilot hosts. He served as a Top Gun instructor.
