I recall reading multiple posts on here about transfers needing to enroll in school before the spring semester in order to participate in spring ball. Is that incorrect or is there something unique regarding Daniels situation?
Don't quote me, but if he's coming as a graduate transfer, those are different rules. Plus, they may be able to get him into some classes the 2nd half of the Spring semester that would make him eligible for practice.
I definitely did not see this coming, and part of me hates it for Brennan because he stayed...but a new coach usually will want his own guy (especially if the returner did not firmly establish himself). I don't think the staff had a choice but to bring in Daniels. I'm in.

He is coming as a graduate transfer and finishing up some work.

Looks like you are correct. Found this in an ESPN article.
Different enrollment periods/dates for graduate programs.

Daniels is a graduate transfer, which means he'll be eligible to start the quarterback competition during spring football. He's expected to arrive mid-March, a source said, and his graduate program will allow him to enroll and be eligible.
