actually they have to prove they warrant delisting from endangers species act.... and prove the 3 populations are intermingling.... or all of this is for naught..
the existing habitat being beyond carrying capacity is one of the two thresholds they have crossed along with total population.

The Louisiana Black Bear was removed from the Endangered Species List in 2016
