Yes, they're short of pilots who can fly the F-16.
5 F-16s won't make a huge change on the battlefield. 90? That would be a huge change, especially if Ukraine can get pilots to man them.
It seems like the "West" is committed to the strategy of Russian attrition. I think it's pretty awful, as it will lose thousands of Ukrainian lives unnecessarily, but if that's the strategy, commit to it.
Ukraine needs air supremacy to win a war of attrition in a meaningful way. 90 F-16s could grant them air supremacy.

I doubt it, but if they can freeze the lines and extract sufficient toll Russia would probably seriously engage in peace talks.

A pack of Wild Weasels and 90 F-16s with a good number of experienced contract volunteer pilots would turn the tables pretty quickly.
