Pretty much.
When I had business classes in school, one of the case studies we were looking at around that time was HP and how they were merging with Compaq.
My professor pointed out in the early stages of the merger that this was likely a horrible idea because taking two middling or worse companies and merging them tends to create far more problems than it fixes.

It comes down to how the cost savings are invested.
If they are just given to the shareholders, then you won't fix anything.
If they are invested in new tech and development, it can work well.
