The govt side is probably delaying them or blocking them outright since you don’t have a cac/piv authentication certificate.
Do you have any images or links in your signature or anywhere in the email? Also, definitely don’t send a zip file. Those get auto deleted on our NMCI network.

Is this authentication certificate something that is done when you first start sending emails with government contacts? Or something that can change over time?
Didn't have any issues (that I know of) from April until Oct/Nov. Started with one email address in particular but now has moved to a couple. But still email regularly with other USACE members.
