Better question:

Why can't the Louisiana Lottery get with the program and get the self-service machines at gas/retail stores like other states? They're wonderful.

I’ve seen one around BR before. I think it was a racetrac, but cannot remember which one.

It helps some but the poors some time don’t understand how to use them.

I stopped at a gas station around 6am and 4 poors were throwing their money at the clerk faster than he could catch it. They would then just scratch the bottom where the bar code is found and have him check it real fast before calling out more numbers and throwing more cash.

They did have a self service kiosk but 2 poors had already claimed territory over the machine.

They have them. People never use them. Sometimes I'll throw a 5 or 10 in and grab some quick picks or scratch offs.
I know many Racetracks and Exxons with them. They are rarely touched. Meanwhile you'll get behind people who buy 10 different types. They have a $50 scratch off ticket now. That's insane.
